Herbert Hoover was the 31st U.S. President, serving from 1929 until 1933 during the devastating Great Depression. Known for his belief in rugged individualism and limited government intervention, Hoover's reluctance to implement aggressive federal relief programs made him increasingly unpopular as economic conditions worsened. Before his presidency, he gained fame as a humanitarian engineer and relief administrator during World War I.
